Family Child Care Counselor (Personal Services)
Job Summary: The Associate Alternative Payment Program (APP) Family Child Care Counselor or "Associate Family Counselor" reports to a Manager of Family Counselors. The Associate Family Counselor supports the Alternative Payment Programs available in the county by assisting families seeking or receiving child care assistance. The person in this position is responsible for providing resources and referrals to social services programs that will meet the family's needs and promote their stability. They are also responsible for promoting Child Development, Inc. / Choices for Children's mission and values.
Responsibilities:
•Interview families to determine their needs for child care services.
•Collect the relevant information; assess and verify their eligibility for alternative payment programs.
•Enroll families into the Alternative Payment Programs in accordance with the CA Department of Social Services guidelines, i.e., Title V regulations/Funding Terms and Conditions.
•Update and make changes in family eligibility and needs on appropriate documents to ensure families are in compliance.
•Prepare and issue notice of actions to families and corresponding notices to providers.
•Terminate families in accordance with guidelines.
•Assess the needs for community services; provide information and refer families to services that support their stability.
•Conduct self-audit on family files.
•Accurately process provider payments in a timely manner
•Ensure providers are paid within the market rates for the population served.
•Maintain family and/or provider files and keep information current.
•May maintain a centralized eligibility list and resource and referral information.
•May prepare monthly reports such as outstanding provider payment.
Accountabilities:
•Closely supervised. Works under clearly defined guidelines involving detailed instructions and constant checking on work performance as the employee gain knowledge and experience of the job.
•Certification and re-certification of families and/or providers in accordance with the CA Department of Social Services guidelines.
•Provision of comprehensive information and service to meet individual family needs.
•Professionalism in representing the organization in dealing with families and/or providers.
Qualifications, Knowledge, and Skills:
•B.S./B.A. with an emphasis in social work, social services, child development, or an equivalent combination of education and experience
•1 to 3 years of experience in social work or community programs.
•Excellent communication skills.
•Strong customer orientation.
•Strong attention to detail and organizational skills.
•Proficiency in computer software and database management systems such as Access Data Base and Excel.
•Proficiency in a second language such as Spanish or Vietnamese is desirable and may be required for some positions.
