About the role
The PKL Services Site Lead will have the overall responsibility of assigning contractors between work centers to perform Intermediate level maintenance and modifications on SE, IMRL and aircraft components in the physical custody of Fleet Readiness Center West Detachment China Lake, in support of VX-9 and VX-31 and outlying areas covered under the IMRL program.
The overall contractor objective is to provide safe flyable aircraft components and support equipment to tenant squadrons assigned to NAWS China Lake.
Key responsibilities include:
Serves as the on-site manager to the PKL Program Management team & the Prime Contractor. Plan, direct, and control the performance and execution of contractor aviation maintenance performed at the respective intermediate level maintenance activity. Take responsibility for technician maintenance and other aeronautical repairs while ensuring the Governments goals and objectives are being met to comply with readiness requirements. Perform investigations and prepare reports arising from any quality defect notices issued against contractor employees. Identify and quantify substandard performance areas and develop a corrective action plan focused on continuous process improvement. Assign site personnel to workspaces or work centers and coordinate work hours and shift hours. Provide indoctrination and recurring training to new employees and verify employee timesheets daily. Ensure personnel licenses, certifications, and qualifications are maintained current and documented. Participate in customer planning meetings and any other task order meeting requirements. Assist the PKL program management team in collating and submitting all contract and program deliverables. Evaluate, document, and improve as required, contractor manpower utilization. Consult with appropriate active-duty military leadership at the various work sections to ensure services delivered are timely, accomplished correctly, and documented in accordance with contract requirements. Effectively communicate program expectations and requirements to key personnel, and other stakeholders in a clear and timely fashion. Provide leadership and sound management with the goal of continuous improvement of intermediate level maintenance and operations support services for the military customer. Ensure that government IT and any Security Clearance requirements for all contractors are met. Ensure all work is performed strictly in accordance with published Maintenance Instructions/Manuals and Federal, State, and Local OSHA regulations. Perform all other contractual requirements per Performance Work Statement (PWS) of contract FA8108-17-D-0001-001. Any and all other duties as directed by the Program Manager.
About you

High school diploma or equivalent. Must be authorized to work in the United States. Working knowledge of the CNAFINST 4790.2 series, applicable Naval Aviation Maintenance Programs Standard Operating Procedures (NAMPSOPs) and local NAMPSOP instructions. Individuals released from military service with other than Honorable Discharges do not meet minimum qualifications. All Contractors are required to have a Common Access Card (CAC) and shall be required to pass the equivalent of a trustworthy National Agency Check plus, Written Inquiries with Credit Check (NACI). Eight (8) years of US Navy/USMC/USCG O or I- Level CNAFINST 4790.2 Series aircraft or engine maintenance support experience. Must possess knowledge of the learning process and how to transfer technical knowledge to less qualified personnel, including the ability to express thought in both oral and written communications. Shall be a U.S. citizen and be able to read, write and understand the English language. Must have and maintain a valid State Drivers License if the use of a government vehicle is required with billet. TDY travel may be required on occasion.

Work Environment / Physical Requirements:
Primarily in an office environment but may traverse into high noise workshop areas or near active jet aircraft operating ramps. Ability to sit for long periods of time. Ability to perform repetitive motion (keyboarding, 10-key). This position requires normal physical functions. Work may require frequent bending, reaching, and climbing. The noise level in the primary work environment is usually moderate. May be exposed at times to moderate discomforts such as heat, cold, rain, wind.
