ANNUAL ANTICIPATED HIRING RANGE: $80,000.00 - 89,000.00 (dependent on qualifications)

Job Summary

Fort Collins Police Services is a progressive and professional organization, currently employing 236 sworn officers and 143 professional staff members. Our vision is to make Fort Collins the safest community in the nation. We serve the community by protecting life and property, preserving peace and order, preventing and detecting crime, enforcing laws and ordinances, and promoting the safe, efficient use of the City's streets and highways. The agency consists of five operational divisions which specialize in components of modern law enforcement. Those divisions are: Administration, Patrol, Special Operations, Criminal Investigations, and Information Services. This position reports to the Deputy Chief of Police and works in the Administration Division. There are supervisory and collaborative responsibilities working with the agency's Financial Coordinator. The position's work focuses on providing strategic guidance through budgeting, forecasting (both revenue and expenses), project evaluation, cost benefit analysis, threats and opportunities identification, oversight and reporting of grant funding, and cost-saving analysis for new or existing plans, programs, and policies. Additionally, the position independently uses experience and broad business knowledge to thoroughly vet proposed projects and perform due diligence.

Additionally, a successful Analyst II will be skilled in a range of approaches to communicating findings and nuanced recommendations to the agency's Executive Staff, other service area leadership teams, organizational budget managers, and potentially community partners and elected officials in an accurate and easy to understand manner. The Analyst II will also demonstrate leadership by identifying areas to contribute value-added analysis, including process improvement, optimizing the Triple Bottom Line (economic, environmental, and social), integrating/aligning across functional areas, and evaluating trade-offs. Intermediate to advanced knowledge of Microsoft Excel, Crystal Reports and BI Launchpad is preferred. Finally, the position plays an integral role in reviewing, establishing, interpreting, and presenting performance metrics and indicators for the police department's data-informed work. Examples of plans, programs, policies, and projects in the service area include: the Northern Colorado Law Enforcement Training Center, Fort Collins Police Academy, East Mulberry corridor annexation evaluation, and numerous items in the collective bargaining agreement between the City and the Fraternal Order of Police.

Essential Duties and Responsibilities

  • Prepare budget vs. actual variance analysis and narrative assessment reports. Lead investigation of variance root causes, develop proposed course of action, and communicate impacts and results with management.
  • Lead budget development and forecast projections with management team. Document details and rationale for use in periodic variance reporting.
  • Analyze, interpret and communicate complex data using standard accounting and finance concept knowledge.
  • Data mine, compile, and analyze data from various sources and systems (including ERP) in support of the analysis of business issues, concerns and opportunities. Develop recommendations on business decisions based on the financial analysis.
  • Participates in capital improvement plan for core City infrastructure, coordination, validation, and assessment. Contributes to process improvements and cost-effective efficiencies.
  • Manage financial ad hoc projects of moderate complexity, capital estimates, grant research and reporting, and process improvement initiatives with department impacts.
  • Assists in identifying issues of a financial nature and makes recommendations for improvement and works with operational leadership to implement corrective actions as needed.
  • Perform standard financial and accounting work procedures while continuously looking for ways to improve processes and methods.
  • Reconcile accounts and verify data integrity.
  • Assist in establishing and monitoring performance metrics and measures.
  • Process data entries, accounting journals, payments (AP), invoices (AR), and general bookkeeping per documented procedures.

Required Qualifications

MinimumPreferredCollege degree or equivalent work experience. Some positions may require functionally related certification or advanced degrees Bachelor's degree in Accounting, Finance, Business, or related field.
