Communications Specialist – Video Producer (Creative Design)
PURPOSE OF POSITION:
As the Communications Specialist Video Producer for the City of Papillion, you will be responsible for professional video production supporting the Mayor, Administration, and City Departments. The incumbent will be responsible for developing, creating, publishing, and managing video content that supports the Citys public relations and marketing activities and, above all, enhances community awareness and communication between the City of Papillion and its citizens. This role is expected to work varied hours, evenings and weekends.
ESSENTIAL FUNCTIONS:
Record and archive City Council meetings.
Create, shoot and edit video features that share City news and information, educate about City government operations and services, and raise awareness for community news and events.
Manage the Citys government access cable channel, including managing its playback schedule and designing City and community announcement graphics.
Publish video content to the City website and social media channels i.e. YouTube, Facebook, Twitter, etc.
Lead and coordinate live broadcasts of significant City and community events i.e. Papillion Days, Winter Wonderland, etc.
Meet regularly with the Communications Director and establish regular contact with department directors to create content supporting their communication needs.
Possess and maintain proficiency with the most current media technology and provide expertise in utilizing new technology, channels, and methods to enhance City of Papillion communication.
Establish and maintain effective working relationships with area businesses and civic organizations, the general public, governmental officials, co-workers, and supervisors.
Physical presence at the assigned job location is an essential function of this role. This position requires onsite attendance during assigned working hours, with remote work arrangements unavailable. Management may consider exceptions under specific circumstances and in accordance with city policies.
MARGINAL FUNCTIONS:
Serve as the backup to Communications Director and perform the following duties as needed:
Write and distribute news releasesCoordinate news media interviews with the Mayor and City staff and provide talking pointsManage website and social mediaTake photos at City and community events

ESSENTIAL KNOWLEDGE, EXPERIENCE AND ABILITY:
Ability to edit and produce video content using Adobe Premiere Pro.
Possess a strong knowledge and proficiency in utilizing a variety of camera equipment with the ability to learn and apply new technology.
Ability to create and design documents and graphics using Microsoft Office, PowerPoint, InDesign, Illustrator, and other Adobe Creative Cloud software.
Possess a strong knowledge of utilizing social media, including YouTube, Facebook, Twitter, Instagram and TikTok, among others, must remain proficient in all emerging and new social media technologies.
Knowledge of and ability to utilize the English language, proper grammar, spelling, and punctuation in all communication.
Strong publishing, writing, script drafting, and speech writing skills.
Ability to maintain the confidentiality of appropriate communications, documents and transactions.
Ability to accurately prepare and maintain city records and documents.
Ability to establish and maintain effective working relationships with the public, other employees, other governmental agencies and municipal officials.
Knowledge of and ability to apply techniques and skills used in public speaking.
Knowledge of the geography of the city and surrounding communities in order to determine and assess appropriate city services available to the public.
Ability to interact with the general public in a courteous and tactful manner.
Ability to maintain regular and dependable attendance on the job, including attendance and job performance for possibly prolonged periods of time when called out on short notice due to weather conditions, emergencies and similar situations of public necessity.
ESSENTIAL EDUCATION, CERTIFICATION AND/OR LICENSES:
Must possess a valid drivers license at the time of hire.
Bachelors Degree in Journalism, Broadcasting, Video Production, Public Relations Marketing or a closely-related field with two (2) years of professional work experience in Videography, Journalism or Broadcasting preferred.
An Associates Degree in Broadcasting, Video Production, Public Relations Marketing or a closely-related field along with four (4) years of professional work experience in Videography, Journalism or Broadcasting will be considered in lieu of a Bachelors Degree and two (2) years of work experience.
Must be bondable.
ESSENTIAL PHYSICAL DEMANDS AND TYPICAL WORKING CONDITIONS:
Work is generally performed indoors in an office setting, or at various other indoor locations, and requires routine bending, lifting and carrying equipment, office supplies, books, files and other materials. The incumbent is required to frequently sit for extended periods of time, talk, hear and must have the ability to transport themselves to and from various locations throughout the city and surrounding communities. Hand-eye coordination is necessary to operate computers and various other pieces of equipment.
While performing the duties, the incumbent is required to use hands to finger, handle, feel or operate objects, tools or controls and to reach with hands and arms. Work hours may occasionally be required in times of darkness. Vision abilities required for this position include close vision and the ability to adjust focus. The noise level is usually moderate but may be intense depending upon scheduled activity.
Work requires extensive interaction with the general public and may be stressful when interacting with citizens and/or meeting deadlines.
