Job Summary:
The Logistics Field Site Manager is responsible for the supervision of employees' performance of contract services, and stakeholder management at assigned Border Patrol Centralized Processing Centers (CPCs). This position reports to the Program Manager and collaborates closely with Corporate Logistics Department.
The Logistics Field Site Manager supports 24/7 operations and oversees logistics and administrative tasks conducted at the Border Patrol CPCs to perform ground and air transportation on the IAW contract. The Logistics Field Site Manager works in conjunction with field staff, Command Center, Shared Services, stakeholders, and the corporate logistics department to ensure the preparation of minors and families for safe and timely transportation. The Logistics Field Site Manager oversees daily operations including inventory control, supplies, distribution and coordination with transportation assets and coordinates with the corporate logistics department to ensure Company and contract policies, Standard Operating Procedures, Operational Plans, and performance objectives are met. This position is responsible for maintaining company established policies, protocols, workflows and fiscal practices for the Border Patrol Centralize Processing Centers (CPS) as assigned and keeping the Program Manager/ Deputy Program Manager informed and updated.
Essential Functions and Responsibilities:
Ensure ongoing program-wide compliance with contract and company policies, procedures, and guidance, with applicable laws and regulations.
Implements, monitors, and ensures the effectiveness of the company's quality control plan and training programs. Escalates concerns and suggests improvement to the Program Manager and Deputy Program Manager
Enforce program changes as specified by the Program Manager and disseminate guidance to personnel.
Maintains a consistent level of communication with all employees, other departments, executive management, stakeholders, and customers.
Responsible for monitoring staff utilization and controlling overtime.
Conducts operational inspections of program activities, vehicles, equipment, etc. as well as random in-person spot checks during transportation events to ensure contract compliance at Border Patrol Centralize Processing Centers (CPC).
Prepares and conducts Logistics Supervisor evaluations; coaching and corrective action; recommends salary increase for Logistic Supervisors.
Manages and reviews all Logistic Field staff schedules on a weekly basis and ensures staffing is consistent and fair in the company's scheduling database while maintaining enough flexibility to meet project demands. Ensures changes made to the schedule are communicated in a timely manner.
Tracks and monitors weekly and monthly labor hours; approves timesheets and expense reports for staff.
Manages and approves all leave requests on a weekly basis.
Identifies future staffing needs with input from Site Supervisors.
Identifies inappropriate employee behavior and/or performance issues in collaboration with Logistic Supervisors and People Services and address through corrective and or disciplinary action.
Works with People Services to document progressive discipline actions. Maintain a consistent level of communication with all Logistic Field Supervisors, Logistics Field Specialists, other departments, executive management, interacting with high level authorities between agencies.
Provides required reports to Program Management on a timely basis, while managing, verifying and updating information in the company database systems.
Provides recommendations for updates to SOPs, protocols and/or workflows to the Program Manager and Corporate Logistics Department.
Ensures that the BP CPC operation is in compliance with quality control standards, training and contract performance requirements.
Assists Program Manager and Deputy Program Manager with the development and refinement of policy interpretation, guidelines, and procedures that will improve or enhance service delivery of the program.
Reviews employee training status and certifications to ensure current and in compliance with all contractual requirements.
Conducts orientation and on-the-job training for Logistic Field Supervisors and Logistics Field Specialists and uses regular check-ins to ensure all employees are onboarded correctly.
Responsible for overseeing inventory and supplies; monitors availability of stock to reduce excess, prevent shortages, and provide updates to the corporate logistics department regularly or as required by operational plans or standard operating procedures.
Serves as liaison for Border Patrol CPCs and ICE (Immigration and Customs Enforcement).
Participates, collaborates, and coordinates with the logistics department, as needed; participates in Operations and Logistics meetings regularly.
Visits various work sites to ensure company and contract processes are streamlined at all Centralized Processing Centers.
Ensure tasks are delegated and met in a timely and accurate manner.
Other duties as assigned.
Minimum Qualifications & Skills:
Possess a bachelor's degree from an accredited university in business administration, logistics, transportation, supply chain management, or other related field or an associate degree with two or more years of extra relevant experience may be substituted for a bachelor's degree, or more than four years of related experience may be substituted for a degree).
Have at least two years or more of documented experience in a field related to law, social work, detention, corrections, or similar occupational area.
Demonstrate management and supervisory experience applicable to the goals and objectives of this requirement and appropriate for a similar program environment.
Able to foster strong business relationships with internal and external customers and employees at all levels and across multiple stakeholders.
Ability to leverage technology to manage contract requirements and improve complex processes and procedures while also managing expectations of stakeholders and employees.
Collaborate across all operational support areas to ensure company best practices are continuously incorporated and consistently executed across the program.
Strong oral, written, and interpersonal communication skills.
Must have investigative, analytical skills and report writing experience.
Valid driver's License, clean driving record.
Must be accessible by mobile phone 24/7/365.
The work schedule may fluctuate according to work demands including evenings and weekends, periodic long and irregular working hours. Travel is required frequently between offices, within the service area, and to attend meetings and conferences as required to fulfill the obligations and responsibilities of the position.
Available to work a flexible schedule, including nights and weekends.
Availability to travel regularly (50% of the time) within the United States
Must show proof of US passport or be in the process of obtaining one.
Preferred Qualifications & Skills:
Bilingual in English and Spanish preferred.
